We know that once someone has been victimized, they are at an increased risk to be victimized again. With that in mind, we introduced a Vulnerable Persons Strategy. A “vulnerable person” is someone who, through physiological, behavioural or environmental factors, is at increased risk of victimization. This initiative focuses prevention and intervention on people most at risk of re-victimization.
The strategy uses a risk management approach to predict repeat victimization. Using internal statistics and reports, we can identify people at greatest risk of victimization. This provides a very specific opportunity for police to intervene quickly to prevent more offenses.
This approach also provides the EPS with the opportunity to work with community partners such as social agencies, homeless advocates, etc. This allows for a more effective integrated intervention strategy.
