Charges laid in social agency fraud

Police believe there may be additional complainants

The Edmonton Police Service (EPS) has charged one woman in a fraud involving a social service agency. 

On Dec. 3, 2024, EPS received a report of fraud involving Contentment Social Services, a social agency that was providing support to vulnerable clients who receive government funding to assist with their living expenses. The EPS Financial Crimes Section took charge of the investigation and determined there were similar allegations dating back to December 2023.

During the initial investigation, investigators found that the agency’s former director used her position of trust to gain access to the victim’s bank account, and took money without the victim’s knowledge or consent. On Feb. 26, 2025, police arrested the suspect, Shum Shabat Yousouf, 33 and charged her with one count of fraud over $5000 and one count of theft over $5000.

The investigation is ongoing, and investigators believe there may be more victims who were defrauded by the accused. Police are encouraging complainants to call EPS at 780-423-4567 or #377 from a mobile phone.
