Extra Duty Detail

The Edmonton Police Service (EPS) has established the Extra Duty Detail (EDD) program to provide police services on a private contract basis. This program is governed by the Extra Duty Detail Business Rules, which outline the EPS's business practices and processes effective November 4, 2024.

The Business Rules emphasize a layered security model where police play a part but are not the sole proprietors of risk management. They also promote integration with the public policing model when true policing activities are required. The document details how and why police may contribute to an event, expectations when police are on scene, and the administration and management of extra duty assignments. These rules aim to increase transparency and trust, outlining how the EPS's Extra Duty Detail addresses client assets, risks, and public safety.

To request Extra Duty Detail services, clients must complete the Extra Duty Detail Application Form. An Application Guide is available to assist with its completion. All requests must be submitted through this application process unless an exemption is authorized by the Staff Sergeant in charge of DEOPS. The application process has been refined to enable repeat clients to pre-fill foundational information, making it more convenient and useful. It is recommended that all clients review the form and identify the required information before completing an application.

Please note that the minimum fee for any EDD assignment is three hours of pay at the approved EDD rates. If an assignment is canceled outside of one business day (24 hours), the member(s) may be canceled with no remuneration. Within one business day, the assigned member(s) are entitled to three hours of Extra Duty pay at the expense of the client.


Policing Services Terms and Conditions

As of 2025, the EPS introduced the Policing Services Terms and Conditions agreement. This document provides a comprehensive framework for the relationship between the EPS and its Extra Duty Detail clients. Key highlights include:

  • Client Responsibilities:
    • Clients must create and execute their own security plans to ensure the safety of people and property at the event.
    • Liability insurance with a minimum coverage of $2 million CAD is required.
    • Clients are responsible for providing accurate details of their event, including public safety measures and security arrangements.
  • EPS Rights and Limitations:
    • EPS Members work under EPS policies and cannot take instructions from clients.
    • EPS reserves the right to adjust, suspend, or terminate services if public safety is compromised.
    • Members may act as authorized representatives to enforce local, provincial, and federal laws during the event.
  • Cancellation and Fees:
    • Clients must provide 24-business-hour notice for cancellations or changes.
    • Late cancellations result in a charge for a minimum of three hours per EPS Member.
  • Force Majeure:
    • EPS services may be impacted by unforeseen circumstances requiring resource reallocation.
  • Indemnity:
    • Clients agree to indemnify and hold harmless the EPS, the City of Edmonton, and associated personnel for acts performed within the scope of policing duties.
